Victimless Crime

Lately, citizens have been turning randomly into dandelions. One might go by a field and not know whether the dandelions strewn about are natural, or possibly stray citizens originally picnicking who suddenly elected to become dandelions. Perhaps if there were an abandoned basket or an unrestrained blanket leering, but it would be impolite to search. Why would anyone want to become a dandelion? This only started when the dandelion harvesters moved into town and began to survey the fields. The entire town thought it curious that they would come here: most years, there are not enough dandelions for a viable market.
